Amid all the debate over net billing, there is some genuinely good news for homeowners: NEPRA has rolled back the licensing rules that critics called “taxing sunlight.” If you are planning a home or small business solar system, this makes going solar simpler and cheaper.
What NEPRA changed
NEPRA withdrew the licence requirement and the Rs 1,000 per kW licensing fee for solar net-metering/prosumer users with systems up to 25 kilowatts. Systems above 25kW still require a one-time Rs 1,000/kW deposit. The reversal followed strong public and government pressure after the fees were introduced earlier in 2026.
This effectively restores the earlier position where small systems (25kW and under) were exempt from licensing, with approvals handled directly by your distribution company (DISCO).
Power Minister Awais Leghari put it simply: “Our government is pro-solar, pro-consumer, and committed to clean energy.”
Why it matters for homeowners
Almost every residential and small-business solar system is well under 25kW, so this change means no licence and no per-kW fee for the vast majority of buyers. It removes both a cost and a paperwork hurdle from going solar — one less reason to delay.
